Inappropriate?You can't buy an iPhone without signing a contract with AT&T. They will activate it in store for you and you will walk out with a contract. You could buy one online, but that will cost you at least $800. -
Inappropriate?Is it that you want to use it with a different phone carrier, or that you want the functionality of an iPhone, but without the phone? Minus the phone and the camera, the iPod touch IS the iPhone without the phone. You can connect to wireless networks, download mail, etc.
