$125 Switch from Cable to att dsl reward a scam?

I switched from cable service to DSL back in August. ATT offered a reward of $125 for switching if you sent their reward coupon and a cable bill which I sent on 9/22/2008. The reward center showed this qualified 10/06 and redeemed on 10/7 with estimated fullfilled date of 11/06.
I called on 11/19 and was told it would be sent in 3-4 weeks. I called once more and got the same answer. It is now 12/22 and the reward center has the same inormation: "Processing", estimated fullfilled date 11/06/2008.
I check on this almost every day, but all I accomplish is to become more engry when I see the same status. Is this the usual way ATT conducts business? Had I known I would have stayed with my cable service. I'm in Florida and also have residential, cell phone, and long distance service with them. After more than 40 years with Bell/ATT I'm ready to cancel---EVERYthing!
