Cannot merge or delete exact duplicate topics with the same URL

We get duplicate topics often with the same URL. In this situation we're not able to merge the two topics together or get rid of the duplicate. If we merge, both topics still show in the timeline and both appear to have been merged into themselves. Here are two examples where this has happened; the first one I merged into itself and last I checked it was completely inaccessible:
