The Feedback Tab can not stay on the screen in Internet Explorer 7

When I scroll down my screen, the feedback Tab just stay in the top, it is not follow the screen. This problem happens when I run on IE7, I change to Firefox, I can run it well. Please help me solve the problem, here is the link: http://meta-x.com/cdiscbuilder/.
Please help me as soon as possible.
