Inappropriate?The better question is "does blip.tv provide feeds with non-flv content?"
I'm pretty sure there are a variety of blip-based feeds in the Miro Guide that syndicate other file formats. You'll have to poke around the blip interface for the right feed url, unless someone knows offhand what it would be or where to find it.
