Depending on how your XP is set up, you may need to disable firewall, or allow exception for firewall on XP.

What you are supposed to do is:

Launch Songbird
Choose File->Open Location

I have a work around for the ratings:

Create 5 playlists, each accorrding to how many stars they have, eg
5Stars go in 5S, 4Stars go in 4S, .... 1Stars go in 1S,
Export the playlists.
Clean data, reimport files, and playlists,use these playlists to rank files again.

Not perfect, but it works.
