This is due to Last.fm's changes in their Radio API - allowing to only stream radio to paid subscribers.
They announced back in March that they were going to make changes to their Radio API/Subscription Services:

And by reading them, it could confuse users. It doesn't effect people inside the USA, UK, and Germany. But that is for their "ad-supported Web" and Official Client.
What they also announced among those blog posts were changes to their radio API:
The Future of Last.fm Radio APIs.
And external apps (third parties) are not allowed to stream radio to non-subscribers now.

Thanks Michael for clarifying.
I didn't realize that playing music on last.fm by tag searching, results in creating a streaming radio (I guess this was a marketing trick). I thought that they charge only when listening to music related to artist specific radio.
Songbird is great work, and I agree with @Geoffrey Plauche and @Uncle Spellbinder that a separate scrobbling-only add on would be wonderful.
A suggestion, not related to Last.Fm, would be improving the ShoutCast by enabling the Genre selection menu by adding a All Stations option. It helps searching for a station that you know quicker, supposing you don't know what Genre belongs.

What if I don't want to listen the radio and only just want to search for music and listen to whatever it comes that style?
If yes, that means from Romania we can't access Last.fm from Songbird at all?
