There is no way to allow public access to a V2.0 wiki (aside from some hacks, which the engineers have promised to break in a future release).
You can ask for them to convert your wiki back to V1.0, but they have stated in the past that it is not possible. Your best bet is to create a new V1.0 wiki, which has the required features.

You can't. The people who actually wrote the "PBwiki" spreadsheet, NumSum, do provide a way to import and export data, but that's only if you use their product on their website. The version PBwiki includes as their "plugin" does not provide those capabilities. As far as I can tell, there is no way to get to your wiki-based spreadsheet from the NumSum website, either.

Well, PBwiki is not a blog, so there are no "postings", per se, but pages instead. There is, apparently, a limit on the size of a page; I just created this test page, and it gives the message "Page too big to render - displaying source below". It's about 865KB of text. I have no idea what size you can get to before generating this message, and failure to render. Perhaps an engineer will grace us with a concrete answer.

This happens a lot with European sites that have special characters in the page names (like ? or Ø. Those characters are URL-encoded as hex values beginning with a %-sign. As you can see, a PBwiki page with the Swiss name "Brü ends up looking like this. It's not always possible, or acceptable, to rename the page with the ASCII equivalent; ask someone who speaks Spanish the difference between 'añand 'ano'.
If PBwiki wishes to grow beyond the US, they will eventually need to support international character sets.
