Randy, this is a little outside of my area of expertise, I will hazard a guess, and I will poke the person who would know the answer.
I THINK that the way it works is that the first time the screen saver launches, it copies the data in the config file into the preferences for the application. Subsequent launches of the application don't look at the config file at all.
Your best bet would be to modify the config file and try it on a machine that you have not ran our screen saver on before.
Let me see if I can get Scott to give you a better answer, he would know for sure.

First of all, you should be able to exist the Carousel Display Engine application by holding the Q key on the keyboard for a few seconds.
As far as what is causing this, f you recently did an update, it's possible that the incorrect distribution of the Carousel software got installed on the Cablecast machine. Do you know what type of machine it is? Is it an SX server? Also, please let us know what version of Carousel is installed. You can find this by going to:
Control Panel and then to:
Add / Remove Programs.
We are looking for either "Carousel" or "Carousel Framework". If it is an SX server, the framework should be installed. If Carousel is installed it would explain this issue.

A few things, MPEG1 is not supported, you can do MPEG2 with a .mpg or a .avi extension.
As far as the preferred format, it all depends how you are using the system. If you are going to be keeping lots of content on it for a long time, MPEG-4 makes a lot of sense, small files, but they take a while to create.
If you are going to have a lot of turn-over on the server and things are not sticking around for long, you can use MPEG-2, the files are a little larger, but you can create them faster than real time.
