Your twitter account cannot send a DM automatically when someone follows you but you can use a service called socialoomph.com that will do it for free. When you add your twitter account details in socialoomph.com you can add a DM for new followers at the same time. You can also auto follow, vet followers, spin your ADM - as well as use delayed tweets, and a whole lot more.-

Sign up for a free account at tweetlater.com [they rock BTW] and then you can select Accounts --> Edit/Automate My Twitter Account. You can then select to send an Automatic DM to new followers and type the message you want to send them. You can auto follow, vet followers, spin your ADM - as well as use tweetlater to do what it's name says - tweet later.
