Yes as Alex says the current version of TagPiG only adds comments to new posts made after it was activated.
Where you expecting TagPiG to add tags to your existing posts?
I think this would be a nice feature to add to future version of TagPiG. I'll see if we can add it to the roadmap.

How do you think they pay for their software development, storage & bandwidth costs?
As long as a percentage of people keep the Discovery features switched on, Xmarks get paid and those of us who turn Discovery off still get to use it for free.
I for one thank Xmarks for making it so easy and transparent to turn Discovery off completely, a lot of other developers would have made it a prerequisite or hidden the off button deep in the registry.
We've all got to to try an make buck or two somehow...
