Yes. Mods have the ability to change the topic.

Well, if you take a look at the help room, it tells the user, the purpose of the help room. In other rooms, its just like the "thought for the day" but they can change it more than once in the same day ;). I hope you are getting it :D

If you able to browse other sites at the time you got DC'ed, then it is most likely a problem on the Server Side. If you are unable to open any web pages at all, then it could be a problem with your internet connection..
