Sorry it has taken so long to get back to you. Regardless of what method you use to put together a translation, you would still need a license from us in order to publish a translation. The only exception to this would be if the original work is under a creative commons license which permits derivative works. Thanks for your query.
Whether you can translate a book to share with friends will depend on which book you are thinking of. Some of our books are available under a creative commons attribution non commercial share alike license, which means that you would be able to translate and share your translation as long as you are not selling it. Please email me (helen@oreilly.co.uk) letting me know which book you are interested in & I can tell you whether it is available under a creative commons license.
Regarding your second point, you cannot publish a translation without a licensing agreement from us. Please email me if you want further details.

The second edition of Head First PMP is due to be published in July. if you want it straight away, you can have it shipped from the US (my colleagues will come back to you with costs for this). Alternatively you can wait a while and buy a copy from Shroff Publishers (http://shroffpublishers.com/) who publish our books in India.
