If it's an iphone 3G it should have been already activated and unlocked at the store. If it locked for A or B reasons beyond your control then give the support hotline a call. You have 90 days of free tech support (I believe, unless they changed it) -

help me unlock my iphone!!my iphone is asking me to connect to itunes, with a usb icon and an itunes icon, once i connect
the usb cord to to the phone and computer it tells me my phone is locked and must be unlocked before i can continue. the only thing im able to do is "slide for emergency" there isnt anywhere to enter my passcode. how do i get to the passcode entry screen? help!
