.... or send a testing version of your plugins (one which allows them to run their debugger) to the PhotoLIne guys. The PhotoLine guys are pretty phenomenal in this regard. They fix incompatibilities even with the obscurest programs ( which the Topaz plugins are clearly not ;-) ).

Please test the plugins in future with PhotoLine. It is the only program other than photoshop allowing 64-bit OS usage (mac and pc) and 48bit-depth image editing with plugins......and it costs a lot less.

in 32bit mode it works on the background layer or any other layer that has transparency/alpha channel removed. In 64-bit mode it does not work at all?

Well,

the PhotoLine authors say that they cannot fix the problem from their side, because the Topaz plugins prevent their debugger from running.
It seems to be a strange problem that only occurs with Topaz plugins.

Hello,
all the latest generation Topaz plugins show the same problem when used in PhotoLine (www.pl32.com). Applied to the background layer they work fine, but using them on layers with transparency results in vertical banding and false colors - even in the preview inside the plugin. PhotoLine has other wise excellent plugin support ( works with 48bit images, reports EXIF data to the plugins, etc.).
I am using the windows version of Photoline and of the Topaz plugins, the problems exists on both Win XP and Vista.

If you are working on Vivacity anyhow. Perhaps it would be good to somehow adjust the placement of the plugins in the PS (or other) plugin menus - so as not to have two Topazlabs entries in this menu.

It should. AFAIK, Corel or JASC have not changed anything in the plugin interface from PSP8 to the latest version X2.
The trial download will provide the prefect answer, I guess.

The newest releases of both, Photoshop (Win) and PhotoLine (Mac and Win) do have 64-bit versions which will not be supporting the traditional 32-bit plugins.
What are the 64-bit plans from TopazLabs?
