I should add that you do not want to install Flock in "/", the root directory.
If you wish to install it for all users on the machine and not just for yourself, a much better idea is to install Flock into /usr/local/lib/flock-2.5 (or whatever your version of Flock is).
You can use the Firefox installation in /usr/lib as an example to get you started.
(Historical Note: /usr is intended for software supplied with your OS, while /usr/local is intended for software you install from other sources.)

To add Flock to the Ubuntu menu system, take the following steps:
1. Right-click on "Applications", select "Edit Menus".
2. Click on "Internet" in the left pane.
3. Click on the "New Item" button. This opens the "Create Launcher" dialog; fill it in as follows:
Type: Application
Name: Flock
Command: /WHERE/YOU/INSTALLED/FLOCK/flock-browser
Comment: The social web browser
4. To make it pretty, click on the icon; this will open the "Browse Icons" dialog.
5. Click the "Browse" button, and navigate to the "chrome/icons/default" folder of your Flock installation.
6. Click on default48.png, and click OK.
7. Click OK again on the "Create Launcher" dialog.
8. Close the menu editor.
You now have a Flock menu item under "Applications/Internet". If you wish, you can copy that to either the panel at the top, or to your desktop by right-clicking the "Flock" menu item and making the appropriate selection.

As of today, a web server is still listening on port 8080 at a5g.at. Index.php returns zero bytes, so this cannot be a good place to visit.
DNS identifies this as 78.46.88.116, with the canonical hostname static.116.88.46.78.clients.your-server.de. (Don't go there.)
Either you, or some software on your computer is instructing Flock to visit that site. Flock has no reason to visit that site on its own. If you don't either, a good virus scan may be in order.
