MisterFine's dashboard

I am new to rails/new relic. The app I'm working on uses newrelic in production. On my development machine, however, when I start the WEBrick server and access a controller with "newrelic_ignore" statements, I get an error because newrelic isn't enabled. How do I get around this ?

Oh... and I'm running this on Windows VISTA.
