I want to disable Direct Messages (DM's)

I want to stop people from sending me direct messages on my account but I don't see this option in the settings. How do I stop them?

Too Many Tweets? But has not sent a tweet in 2 days.

A friend of mine keeps getting an error message that he has tweeted too many times although he had not sent a tweet in 2 days. He CAN send DM's but cannot do regular posts. Why is this happening and what can he do?
