"when I try to access it from apps it's not acknowledged" do you mean apps indicate the username or password is incorrect? When I open a new account it just works from everywhere immediately, I never need nor check for any acknowledgements. All you need is a username and a password and you're 100% up and running. -

You can't have too many total. If you send too many too close together (too much tweeting all at once) Twitter will make you wait before you can tweet again. Deleting tweets has no effect. -

You can tweet anyone on Twitter at any time for any reason.
Realize though: If you send the same message to multiple people (whether automated or not) it is considered spam.
While several factors are often considered before taking action against accounts that are flagged for spammy behavior, penalties to your account include being removed from search, suspended and having your account deleted.
