You can follow only up to 10% more people than follow you. This is enforced once you have followed 2001 people: http://help.twitter.com/forums/31935/...
QuantumGood replied on November 20, 2009 21:32 to the question "I have set up Twitter accounts that are ready to go, but I don't receive a welcome, so I can't continue with them." in Twitter:
"when I try to access it from apps it's not acknowledged" do you mean apps indicate the username or password is incorrect? When I open a new account it just works from everywhere immediately, I never need nor check for any acknowledgements. All you need is a username and a password and you're 100% up and running.-

If it's over 6 months inactive, you can request it, but you need to wait until Twitter fixes this bug before asking for it:

QuantumGood replied on October 25, 2009 14:50 to the question "Is this breaking twitter rules, or is it allowed??" in Twitter:
Many, many people have multiple accounts, such as personal & business. Twitter doesn't limit the number of accounts you can have specifically in their TOS, but disallows creating too many all at once. http://twitter.com/Twitter_Tips/statu...

You have to be logged into your account for this to work. If you can't login, DON'T try to get your password restored right now, Twitter is having a problem with password restore right now: http://status.twitter.com/post/212318...

QuantumGood replied on October 13, 2009 15:25 to the question "Can I Tweet people from a search?" in Twitter:
You can tweet anyone on Twitter at any time for any reason.
Realize though: If you send the same message to multiple people (whether automated or not) it is considered spam.
While several factors are often considered before taking action against accounts that are flagged for spammy behavior, penalties to your account include being removed from search, suspended and having your account deleted.
