Yes, it sounds like Flash would be the right technology for this project. Ikea has a feature on their website that does something like what you're talking about; it's built with Flash.
Besides Dreamweaver CS4: TMM and Flash CS4: TMM, some other books that may be useful to you are Learning Flash CS4 Professional and Creating a Website: The Missing Manual.

On most of our example pages, we provide a zip file and a tar.gz file that includes all of the downloads for the book, as well as sometimes providing them individually.

I think we may already have the ActionScript 3.0 book you're interested in (or even a few that could fit the bill!). Here are some possibilities:
