They don't have to follow you to receive the tweet, if you tweet them and they check their @replies your tweet will be in there.

I can't seem to restore my account either. I have sent loads of emails to support. I get the email to reactivate, log in and it tells me to check my email but I never receive an email :(

june, after each post, there is a little arrow beside their comment and you can press that and then reply, it is often easier just to put@thentheirname and then your comment

I got a message telling me I exceeded the hourly limit, maybe its down to refreshing but how can you have conversations with people if you are watching how often you refresh? 100 seems way too low.
