Karma should decrease at the same rate as it increases...
Currently, karma decreases very rapidly due to lack of activity, seemingly at the same rate no matter how much karma you have.
Since karma increases more slowly as you go up, I think it should also decrease at the same rate during periods of inactivity. That way, users who have higher karma (and therefore have been participating on Plurk for a longer, more consistent period of time) are not "punished" as much as those with less karma.

Inappropriate? The rate of karma decrease does decrease when you have a very high levels of karma, though it remains true that it will take you a day (or, if you have near-100 karma, up to two days) to recover from a single karma drop.
This system as-is behaves reasonably well – if you plurk frequently (at least once or twice per day), you will reach 100 and stay there, otherwise you will tend to hover around 96/97 (speaking from experience).
