can not install topaz simplify on windows vista(32 bit)

my name do say administrator in my user account.
still can't install

I cannot install any of the Topaz plugins on Vista 32 and keep getting this same message for them all.

The installer has encountered an unexpected error installing this package. This may indicate a problem with this package. The error code is 2203

Can anyone please help figure out why it does this and how to get around this problem?

No, I cannot install any of the other Topaz plugins and tried everything short of standing on my head including disabling Kaspersky first.

I've downloaded from alt sites, downloaded the bundle, hoping it was merely a corrupted installer, and then checked file size to ensure they matched full file download, which they did.

This is frustrating as I'd wanted to try these after having watched Ray Maxwell demo them on Leo Laporte's Tech show. It is possible another software is interfering with the installer or Vista is just acting up. Am not having trouble installing other software however, so find this frustrating. I have checked permissions and ensure I have full access to the file also.

I'm more than open to suggestions if you have them to offer however.

I've figured out how to make this work. It was the Users/temp folder that somehow changed folder permissions and caused all Windows .msi installers fail to run. Once I took ownership of that temp folder, installations began working again. Error code is 2203 is a permissions error code, but I had trouble figuring out what folder caused it.
