Duplicate tags in "Popular tags" field

I have seen at least one example of duplicate tags (see screenshot attached). Are you planning to combine tags to display a tag cloud? (If many people tag an item with a particular tag, it gets bigger)

I think this would be an ideal route to go, and could eventually replace the need for a strict hierarchy of categories. (Yes, yes, I'm a fan of folksonomies :)
